Is the damage shield bug still a problem?

There used to be a bug where any overflow damage on a damage shield would be unmitigated by other things. Is this still a bug?
AKA:
I have a 2000 point damage shield
I get hit with an 8000 point attack
.: I take 6000 unmitigated damage
Wondering if this was fixed.
