Newbie questions- Basics of Cyrodiil

Hello everyone.
I've been doing some Cyrodiil pvp and its been really fun.
I have a few newbie questions

1. How and Where do I get those "Kill Enemy Warden 0/20" quest? Do i need to have that passive skill (Bounty Hunter) in Fighters Guild??

2. What does it mean when they say "get proxy ready" or something along that line right before a fight?

in your main faction city start point inside cyrodil, there is 6 boards with different quests, kill x players, take resources and so on

get proxy ready, refers to a alliance magic skill called something with proxy, its a time detonation bomb skill

oh and you don't need the passive skill bounty hunter, it only unlocks extra pve based quests insdie cyrodil

They want you to start it then so that it hits the enemy in 8 seconds.

You forgot to mention that in an organized voicechat raid, the raid leader will usually take care of the timing - just cast Proxy ASAP (or otherwise according to the leader's callout, for example "proxy as we turn next corner") when it's called out on voicechat.
