I haven't played since before Elsweyr released, I'm going to get eso + again and buy the New expansion but do either of them include Elsweyr?

ESO+ will for sure include South Elsweyr.

Northern Elsweyr is DLC now, so should be included with ESO+

Edit: But Necromancer class is now a separate Crown Store purchase. Just like they did with Morrowind
