Destruction Staff Ancient Knowledge Passive Bugged?

Hi all,
I'm not sure if it is intended for the Ancient Knowledge passive to not apply to mystic/necrotic orb or the Force Pulse "jumps" (cleave), but it's never been confirmed or denied to my knowledge, so I'd like to bring it up.

In short, whether a lightning staff or a flame staff is equipped (same traits, CP, etc.) the tooltip for mystic orb/necrotic orb and the cleave on Force Pulse do not change. Personally, I think this is just an oversight, but I'm hoping ZOS can confirm whether this is intended or a bug. It would make sense for both to scale with the lightning staff Ancient Knowledge passive in my opinion (which may not be ZOS's opinion).
