One of my friends was playing Grayhost Cyrodiil PVP and noticed a new siege weapon he'd never seen before called a Pact Shock Lancer (he plays on EP).
It almost looks like a multi-shot ballista.
Is this some sort of new artifact like the Volendrung hammer?
