Feedback about mystic siphon on Global Cooldown

Hello i want to say first before i get misunderstood that until now i have only done pve and i haven't tried the other morph. I believe this change on mystic siphon placing it on Global Cooldown made the skill really useless. It does around 1,4k-1,6k dps and it requires a 1sec cast, so why should i use that skill for dps now when instead i can cast at that 1 sec blastbones or ricochet which in the end they will do more damage. Before i was like 'aa i can use blastbones or ricochet and cancel it's animation with siphon' so i can do bit more dps and save time. Now i believe it's really useless for dps reasons.
