It’s probably a collectible that drops from public dungeons, like the mummy cat, the peryite costume, theodolite pet, etc.

I got two parts for it from the labyrinthian public dungeon. It's a normal mob drop.

The tooltip implies there is a second type of fragment you also need.

So if this is a rune box once you combine it is it an account bound collectible you can place in every house or is it something you can Farm pieces of and combine over and over to get multiples?

The drop rate for those have been horrible for me. 1 week and so far only 2 drops.

My understanding is that you need 50 stone husk fragments from the Labyrinthian public dungeon in Greymoor to make this item. I don't know if you can get more than one. I got two fragments from one brief oriignal tour of the dungeon to finish the quest. Drop rates may vary, but fragments typically drop at about one or two per hour for most of the expansion zone public dungeons. Just kill lots of trash mobs.

So this is a 6 mil dummy with no trial buffs, right?

The drop rate must be incredibly rare, spent a couple hours in Labyrinthian and I only have two so far.....this is going to take awhile

nope, you cant use form inventory. i have the same problem. have 50 pieces but if i try to use it eso means i cant do this by now.

I farmed for a couple hours and only have 5. I've seen people listing them in traders for 20K-40K each. The grind is real.

Did you have to do anything out of the ordinary to assemble the 50 fragments? (an achievement, or some other prerequisite?)
You appear to have done it over a month ago, so I'm wondering if something broke since then, because I've seen several people state that the fragments won't assemble for them using the normal method for assembling fragments.
I can't get it to work, either.
