Hello,
I am not sure how to hide a spoiler, so I try to say this carefully:
There is a way around to get NPC's speak at you at stage 4. However this method is not working for the guild trader NPC's (Solitude). Is this a bug, or working as intended?
I hope it is a bug, because it is not fun.

RT01100111✭✭✭I heard some ppl needed to use Mesmerize on the NPC or something of that extent before they would talk on stage 4. I'm a vampire, but I'm only in stage 1 atm. It is known that stage 4 NPCs will not treat you like a normal human and like a 'criminal'.
If that does not work, just lower your vamp stage to 3 then suck some blood. XD0
