Can you open the Tidefall Dragonguard chest with multiple characters now?

The patch indicates they made the NMP motif a random drop tied to the chest, fixing it being on an independent rolling timer, anyone know if they also made it so you can open it multiple times on different characters?
I only had one character who could open it, but if more can, I will run more characters through the quest line to unlock it.
