If you do the quest for that location, its the shrine of Meridia in Skyrim too and hard to miss before doing the part of it in the main quest the dialogue makes no sense as you don't know that going on even if help stopping it.
I did it because first day Lyris was not voiced so I delayed main quest and again its hard to miss.
