So much delay whilst doing rituals

I was in Blackreach, doing one of the rituals (which took about 30 minutes at least to trigger - way too long) and I couldn't cast my skills most of the time! My character would try, but animation keeps resetting. Other players, and enemies weren't moving, or had their motions stuck in place, and so on. It was as if my game was lagging (it wasn't).
ZOS, fix these bugs and the rituals. Make them trigger faster because it's frustrating on having to wait for 30+ for one to respawn. I've seen other ritual sites respawn twice, whereas the ritual site I'm at hasn't triggered AT ALL.
