Repetitiveness

Dear ZOS & Co,

I've been playing the game since beta and been loving it since and this is not going to be a complaint and I'll try not to make this a long rant on how the game needs major improvements. This is just a simple suggestion that is very easy to implement, but will help get rid of ESO's repetitiveness. But first, I'm sorry to see that Greymoor had to be released prior to finishing the polishing phase (I walked into the first 6-7 houses in Solitude and the Outlaws Refuge and made 5 cosmetic bug reports. No disrespect to anyone, I was surprised to see the game was delayed by only a week given the current crisis, but if this was a side effect then that's too bad.)

TLDR: Add more variety to the occurrence of NPC types around the world.

Now, for the meat of this discussion. The repetitiveness that I'm talking about is the same amount of 'functional' NPCs in every single location. A bank has two bankers, a major city has all features every other major city has as well. Which I guess is useful, but to me it's too repetitive and broke when I went into the Solitude Outlaws Refuge... When I played Skyrim I found the Catacombs already quite tricky to want to have underneath of your risky built city on top of a large rock arch. But with ESO's expansion of the catacombs into a huge Outlaw Refuge it basically meant that the entire rock is hollow. And that's where my immersion breaks and I'm left to wonder, why did there have to be an underground refuge here, why did it have to be so big? It could have been something different, or moved to a different location. Perhaps something to consider for the future?

Another thing in general with Outlaw Refuges is that when it was decided to close down all other entrances apart from 2 per Refuge, it made everything too repetitive yet again. Can't you open back up additional ones for certain Refuges? Just to add some variety? And these huge areas, which definitely look great, especially the one in Senchal, but each has 1 merchant, 2 fences, 1 banker, 1 guild trader and 1 Shadowy Supplier. It's not too difficult to add a fence every now and then, or remove one, add a second merchant, or a third. I'm surprised to see that Remains-Silent is now confirmed to be a twin as the Solitude Outlaws Refuge actually has two Shadowy Suppliers, which wasn't the NPC I was going with to add an additional time to a Refuge, but I guess it's a start? Not a bug at all right, right?!

Was this too much to suggest? Too nitpicky?

Thanks!

There is also the other side of the coin. You have people that love specific city etc, but if a core function will be lacking in it, they won't be able to make it their "base city" (the city they hang out while feeding horses, doing writs, going to the bank, etc)

Definitely, but it can also be argued that other cities could do with upgrades. Kvatch has a bank for example, but no Refuge. Of course it's not the "capital" city of the zone, but especially larger cities in larger zones could do with certain functions as well. Skywatch could for example do with a Refuge as well or Balmora with a bank. And with regards to Solitude, it could be next to the city, instead of having one entrance inside the city and one outside of it, it could have two outside of it that lead to a different area, or maybe even a third entrance and keep the ones t

Do you agree with the second part to my post, more NPC variety? Or no interest in that either.

    Yes.

Isn't it a bit condescending to presume your interpretation of single player Skyrim (currently projected into the MMO of ESO virtual reality) is the world design of how this region of Skyrim should be?
