Bookshelf Bug?

I'm not sure if this is a bug or a feature.
It seems that many bookshelves in Westerskyrim (whether above or below) are way more difficult to interact with and use than any other zone.
You cannot just align up with the object to interact.
You have to look at each bookshelf at unique angles to get it to become intractable.
