Transmutation set not working

I don't get the wings of transmutation buff.
Yes I am healing with heals over time.
Yes I am wearing 5pc full set (although with 2 blue rings involved).

ZOS_JessicaFolsomCommunity ManagerHi @Steev_z! Dev checked into this and they are seeing the expected results. They noted that the set will only apply the buff when a Heal Over Time actually ticks on a target that has depleted health. If you apply a HOT to a target that's already at full health (or can't be healed for some reason), then the 5-set bonus won't apply and the buff won't proc.
