Old Karth Ritual site taking a bit long time now

been waiting at Old Karth Ritual site for around 1 hour now. is it normal for that long time, or is it bugged?

We waited forever yesterday to get the last of our 3 Harrowstorms for the daily. I think we were at the one closest to Solitude for about 45 minutes before it finally popped.
