What about the blue 'free' lead? is that repeatable?
I'm glad I found this question as I just hit 7 in S/E and excavated a ivory whale idol (from mammoths in Eastmarch) that I could now do. Since gold leads are a good hit of XP, I figured I'd farm another.
I killed enough mammoths that a lead for the mammoth skull that drops in The Rift!!! dropped off an Eastmarch mammoth. I never did get a lead for another ivory whale. I figured it was one-and-done.
Can we have multiple leads for one item? Or new lead won't drop until item is excavated?
What about mythic fragments? Say, I've got coral plating lead, dug it out, but don't have whole item and got coral plating lead again. What happens?

No, you can't have multiple leads for the same item. You can see this with the initial zone treasures. When you dig up the green one, a blue lead will drop. But you will not get a second blue treasure lead until you dig the first one up.
I'm not sure about the mythic fragments, but if I had to guess, I'd say that you must complete the mythic item before you can start digging up it's fragments again.

I've got (to see) multiple leads for one of the parts of the music box. What happens is...nothing. When I pick it up, the game doesn't acknowledge the lead.
I think once you get the full item, you might be able to pick another lead up, but until then, the lead you already have/ part you dug prevent you from getting the same lead again.

You can get multiple copies of most things — provided you get leads for them. (Only the basic green treasures are permanently scryable and don’t require more leads.)
The one big exception that I know of is the Dwarven Ebon Wolf. (Or is it Ebon Dwarven Wolf? It was both ways on the PTS.) You can only get each fragment of that once, since once you have them all it becomes a mount that’s added to your collections. There would be no point in digging all that up more than once. You can see each fragment has only 1 codex entry accordingly.
Mythic item fragments have 3 codex entries each, which means we can dig those up at least 3 times.

Sadly, it's one per account. Only one character can benefit from those purples for faster leveling. While green>blue>purple gives more scrying/excavation xp on average per scry/excavation (9 every 3 vs 4 every 2 if only green>blue), I found it was actually slower rate of xp per time due to the increased travel and porting and load screens than when I was on Artaeum just doing green>blue. Obviously there are other benefits of going out and doing all the zones purple, like more gold, more interest and being a completionist, but if you only care about the fastest way then staying on Artaeum might be best (it is mind numbing after a while though).
