God of Schemes Quest not Triggering after The Final Assault

I have been trying to get the God of Schemes quest to trigger. After completing the Final Assault in Coldharbour, I spoke to Meridia, Vanus, the Ayleid King, and the other NPC. Once I left the chapel, the prophet did not spawn to give the quest God of Schemes. I dropped the Elsweyr prologue quest, and that did not work. I also visited the prophet in the Harborage, and he still says the line about him and Tharn having much to discuss. Any help on this issue would be greatly appreciated!

This is a dumb question, but you've also completed all of the Main Quests up through Council of the Five Companions, right?

I completed my alliance quest line, and all available main quests. Now that you mention it, I have not. Should have looked at the main quest line first. I thought that I had completed everything. Usually the prophet appears to trigger new main quest stories. Looks like I still need to finish some. Sorry for the dumb question. Appreciate the help.

Not a dumb question at all! Most folks are missing either a MQ or Coldharbor, and you had that one covered. The main quest progression got a lot less obvious after One Tamriel. Glad you found the next step you needed!

Finally got it! Was having trouble triggering The Tharn Speaks. Figure out the issue. I appreciate the input.
