Is that supposed to be? The environment seems weirdly washed out and pastel colored? It just the art design? It looks a bit weird, with a weird color tilt or am I crazy?

    So like the original Skyrim? ;)

    It's a conscious decision, I think - TES V had a similar style.

    Yes, the tone of Elsweyr and Greymoor were quite monochrome.
    Elsweyr was yellow and orange and brown everywhere, with few red/green contrasts occasionally.
    Skyrim is gray, pale brown and pale blue, with few pure white/dark brown contrasts occasionally.

    Base game is washed out too. Re-shades fix it.
    I personally may recommend Plushenko re-shade, with bit of tweaking I received quite nice picture. And it is lightweight, can be turned on/off in 1 second without freezing screen like heavy re-shades do.

    Of course it is still just a re-shade. Sometimes it's too colorful and I turn it off (which is one click without freeze), but in majority of zones it really looks cool.

    They did changed graphic settings, with introduction of new antialiasing.

    Now everything has that black pencil outline on object borders, more cartoonish like borderlands are but not so much visible.

    Did you also noticed that filter effect?
