As above, then I tracked her down she is silent get the text however and quest progress, no issues with other npc including the queen.
Grinding just make you go in circles.

✭✭Actually there are several NPC’s I’ve found without a voice. Poor Rigurt The Brash didn’t have a voice when I first met him exploring in Skyrim. I’m not sure if the voice is actually not there, or it’s not being triggered properly in the client somehow. Anyway, about the only thing we can do is keep reporting the bugs.1
