Are you sure that you're graphics settings didn't get reset with the new DLC?
I'm assuming 9th gen i7 is a 9700 or 9700k
You can change the fps cap by adjusting SET MinFrameTime.2 "0.00606061" That value is for 165FPS

I didn't know you could change the max framerate in the game. Haven't touched anything before. Where do you enter that code?
Can't remember exactly the number on my CPU. At work atm. It is a 6 core with hypertread to 12. I have under clocked it to 3.15 ghz because of heating issues. It runs ESO at around 70 celcius.

The Helios line is quite expensive to only have a 1060
My travel computer is the asus rog strix scar 2. 8750H with 2070. But, i haven't played ESO on it in a while.
For me it helped to change the 3rd graphics setting (don't know in English) from FXAA to TAA, and then back. My frames are still quite low, but before that it was impossible to play properly.
I reported this on the first day on PTS. It seems no one believed me.

The "work-a-round", which worked for my G-Sync monitor, is a bit odd:

and increase the framerate limit above your monitor refresh rate (145+) and enable v-sync, so it got "limited" to 144.
I had this without addons, too. So, it has nothing to do with addons. There must be hardware configurations, there it happens.
