Side effect of the garbage Hero engine this game is based on. Same thing was happening in Swtor old bugs would always come back after getting fixed.

Didn't ZOS switch to a modified version of the Gamebyro Engine mid way during the development of ESO and abandoned the Hero engine?0 -

Even if they did, Gamebryo engine is also a buggy mess.0
