Don't know why all placed answer under "spoiler", but i will do the same It's not a big deal, in my opinion.I'm ok with the drawback and skill treat as criminal act, but cannot talk to npc demotivate me to explore town.
No, it should be kill on sight from guards like it was before TES games become "convenient"

Should depend on the NPC, some might like vamps. Since half the war heroes of cyrodiil are vampires, you'd think they'd be generally accepted so long as they don't go around killing townsfolk.

No.Do you think stage 4 vampire cannot talk to npc is a bit too punishing?
Actually a good point.Should depend on the NPC, some might like vamps.
Weeeeeelllllll... one can hope that once the changes really hit home, only a minority of the war heroes will actually be vampires anymore. Because that is how it ought to be - mortals being the vast majority, and some vampires hiding among them...Since half the war heroes of cyrodiil are vampires, you'd think they'd be generally accepted so long as they don't go around killing townsfolk.

Nah, some of those are not in-line with TES lore. TES Vampires are NOT DnD Vampires.
