This isn't a bug, it's by design. You will receive a blue lead for the zone when you successfully excavate a green lead. Once you do enough green leads, you will level up and be able to put skill points into the skill lines so that you can do more advanced leads.
You can do the green leads that you are provided with indefinitely. They do not expire. More advanced leads must be found each time you want to scry for them.
Are you aware that every zone in game has its own initial green lead? You have to be outside in that specific zone to scry for each.

I was only able to do the initial green lead 3 times, and now it will not let me do it anymore. Getting leads that you cannot do is ok but really would like to get more that I can do.
Also wondering about the 30 day expiration on leads, as I seem to have gotten lots of gold leads, and if I cannot get to that level in 30 days they will disappear?
I tried to post this and in other forums - but there are issues with some gold leads. Not the digging part, but the actual scrying. They do drop - but when attempting to scry - they are nowhere listed to be scryed. My examples are from Southern Elsweyr and Auridon. I got 2 gold leads for furniture ( 1 from each zone) - and could not scry any. They do show in the list of antiquities, but the number of finds says zero (which is probably why they do not show in the scryable screen) - My question is - if we got the leads, why aren't they recognised by the system?
