Greymoor upgrade question

I know if you buy the full Greymoor Edition it includes all the chapters, but what about the digital upgrade? Does the Greymoor Digital Upgrade include access to the other chapters?

From what I can see, you get 3 chapters with it

"Pre-purchase for immediate access to an exclusive mount, the base game, and Elsweyr™, Summerset™ & Morrowind™ Chapters in addition to bonus in-game content at launch."

I know it says pre-purchase, but it is still for sale on their site

For the full edition yes but does digital upgrade include the other chapters?
