No, not really.
Extra defensive bonuses on DW is still an absurdity as its an offensive weapon line. Compare it with 2H and Destro where every ability altering weapon is basically more damage.
They should have left 10% extra damage and removed the defensive part of it. That way they would have finally changed the PvE Maelsrtom Bow backbar meta which has been around for 4 years and properly rewarded a melee build for managing to stay within melee range (5m in fact) of the boss for the full duration.
As for PvP, it would prevent builds with access to Major Protection from other sources from being extra tanky in a 2H/DW set-up which is an absurdity itself. Going 2H/DW should be amping your offensive potential, not your defensive one. Damage reduction on ability altering weapons should be on the S&B line.

mhh as I can agree on your pvp part, it's still a pretty big letdown from a PvE perspective.
Keeping the 10% and adding conditions like the slayer buff (only works against trial,dungeons monsters) would have been the best solution.
This way the rewards of one of the most difficult PvE content would feel... like a reward ?

I understand, it's annoying to see an interesting pve change get watered down before release, but if it had released as +10%/+10% it would have run riot in PvP in a few months as people picked up on it. At least this way, the new version of +6%/+6% is a bit more viable on a DPS than the old major protection. It's a victim of the combined PvP/PvE balancing
