CP rounding?

So everything i've read says CP skills % are rounded to the lower whole number. Today I put my first point into bastion (.5%) and noticed the tooltip on Iceheart went from 5000 to 5025 (.5% increase). So is the tooltip incorrect? I found a thread from few months back that bastion was acting strange, anyone have insight they can share please? thanks

✭✭✭✭✭I think you can find some environmental damage somewhere (e.g. lava) to test your theory, @Rolandaxx.
Try it with and without the point invested and let us know how it goes.
You don't necessarily have to proc Iceheart ... just cast any damage shield.
But I think you're right. It's just a tooltip issue.

Rolandaxx✭✭✭Thanks for the response To2C. I tested in combat with brawler & hardening enchant, health bar shows shield increased by the in-between jump points %.
