Killing players inside safe cities (outside Cyrodill, Battlegrounds, Imperial City) is possible (PK)

I noticed that some city designs have close-by monsters, with few to none Guards (few Guard patrols), also, some settlements have quests that allows some npcs and monsters/animals to go hostile without the guards reacting to it.

Because some Dark Brotherhood members can use this to assassinate fellow distracted (afk) adventurers (players)!!

Is it an exploit, a bug, a game feature, or bad design? Can I report a player for that ?, or just ignore and deal with it?

P.S.: what about OUTSIDE cities? Like, in the wilderness... it Should it be considered the same as above?

    I used to lure mobs to kill AFK players standing at dolmens waiting to leech XP. Good times.

    No player is assassinating your character, Dark Brotherhood or not. They might just have helped goad creatures along.

    Bots deserve it. Fond memories of killing a bot train farming crocodiles in Reapers by pulling the daedroth boss in their path.

    I remember doing that around release in Stonefalls when the instantly respawning node glitch was around. Pulled betty netches to the bots until the person behind the bot took control and tried to avoid the aoe's. Also grabbing the node before the bot but keeping the loot screen open until I was yelled at in chinese and/or terrible english. But oh man, those bot trains were terrible.

    Why even care if somebody kills you when you're afk? I understand if you're actually trying to do something and somebody trains a bunch of mobs onto you to interrupt you. If you're AFK though, just pop your soulgem when you get back. No real loss.

    It only works if the Mob has any AoE attacks. If it is just single target, try all you might but it wont aggro on anyone else.

    I remember during one New Life, a mob spawn was near immediate in Shadowfen, so a group of XP exploiters were there. I grabbed a nearby...forget what it's called, the big lizard dragon thing, and kited it over. Watching thirty people get knocked down was pretty fun.

    If people AFK anywhere, they take their chances.

    If people AFK out of the way in some corner nowhere near anyplace other people are busy... then its common courtesy to leave them there.

    But if people AFK somewhere they are in the way, or hope to leech expees, or worse, have some rubberbanding goling on... then by all means, kite some AoE-capable mob to nom their HP! They deserve it!

    And yes, that sort of thing happens. Its whe whole reason they added those "static discharge" thingies to the dolmen, because way too many people were rubberbanding heavy attacks at the area in hopes of effortlessly grinding to 50 while they watch netflix or whatever...

    Oh, and if people don't AFK but are just busy messaging with friends... they will draw steel and deal with any mob you kita at them, so, no harm done.

    BtW, I really, really wish they had thought to add some outhouses to the scenery, I never would AFK anywhere else for a quick bio break... :p;)
