Is it an exploit, a bug, a game feature, or bad design? Can I report a player for that ?, or just ignore and deal with it?
P.S.: what about OUTSIDE cities? Like, in the wilderness... it Should it be considered the same as above?

No player is assassinating your character, Dark Brotherhood or not. They might just have helped goad creatures along.
Bots deserve it. Fond memories of killing a bot train farming crocodiles in Reapers by pulling the daedroth boss in their path.
