See Blood Scions are not Vampire Lords, they probably should of made that fix to the Lamae Bal quest so it says transform into a Blood Scion, also it would not do well to have larger wings then a Vampire Lord because then you would look more intimidating and more powerful, something which you are not.

Agreed, already sent a ticket on the PTS about that. Fixing it should clear up a lot of confusion as I know I and a few others were. They said long before the stream "You're not a Vampire Lord" then the quest says you are.

In one of the trailers Lamae Bal says: "In you, we shall see this form perfected." I thought having larger wings like the ones pre-PTS would fit that statement well. Lamae and her followers hate Molag Bal, so creating a more powerful vampire lord with full wings would be quite a jab for him.

Oh well. There's nothing we can do about it. My only gripe is that the Scion doesn't really resemble a vampire in any way, shape or form. He's more of a Dremora, or a Demon, perhaps. I'd love some alternate designs or polymorphs available for him in the Crown Store.

That is why that which is designed by Molag Bal would surpass whatever is designed by Lamae Bal.

Well the Perfect Scion form has no weakness to flame, so maybe that's what she was referring to? An actual perfect vampire with no penalties at all?

Well, now that the wings are not a factor, is there a point to even have the swarm?

It's more damage, an anti-cloak tool and can proc stuff. I see it as the more offensive morph, whereas the Perfect Scion without the fire weakness is more defensive.
