They keep saying they have no information on the availability of the digital pre-order. (I think they just keep copy and pasting that on Twitter, most recently yesterday.) They're insistent that it will be available on PS4 on (console) launch day and have also made arrangements to ensure PS4 players can get the pre-order bonuses for a short time after launch.
Here is the latest assurance on that, from May 8:
They're clearly operating on the worst-case assumption that there will be no way to pre-order the game digitally on PS4. I would assume that to be the case as well. That way it would be a pleasant surprise if whoever is/are responsible for holding up the pre-order changed their minds. In the meantime, since PS4 players will be able to get the preorder bonuses at launch, the only thing that's missing is the mount. It's certainly not fair, but at least it isn't a serious delay in actual gameplay like the Skyrim DLC on PS3.

My guess is that it is due to a combination. Sony now lists a benefit of being able to download 48 hours early when you pre-order a game. They may want the same requirement for chapters and other major changes to games that are being sold with pre-orders and ZoS may very well have logistical issues with that. Of course, I could be way off base.
