No, it's per character and stuck there, I think. Sorry! (Try not sprinting, or turning walk mode on, maybe? you won't get anywhere in a hurry, but if it's the sound you want..)
if I could make another character, their name would be Cries-For-Character-Slots. AKA, I need more.
The run now sounds like the old sprinting and walk looks like a slow motion walk.
Only have myself to blame, should have researched this before I decided to see if I'd like a little speed.

P.S. If you ever see that strange high-elf walking through the countryside instead of running like mad, it's me, so I'm used to not getting anywhere in a hurry.
They screwed up mount animation by just multiplying the animation speed.
What *should* have happened was that mount run/gallop ought to have had an animation for longer stride length, but I understand the low-budget approach they took, even though it looks and sounds like trash.
edited to add: They muffled the hoofbeat sound, too, because people were complaining... they ought to have added a volume slider instead.
The Christmas horse has bells that you can barely hear because of the muffled sound aspect.
