you can use it on your front bar only, but it will not be active when you switch bars if you have any skills going that are fire to get the buff.
At least that's how I understand it, could be wrong. A lot of people in PVP front bar one set and back bar another for the different bonuses to help with the offensive and defensive rotations/survivability.
When the set essentially provides cost reduction and damage, if you know what you are doing, what more could you want? You still are not satisfied? Really?
As I recall when I tested it (a few years back) the 5pc only needs to be active at the time of casting the skill to buff it.
So yes it could be single-barred, as long as the skills you want it to buff are cast on that bar with it active. Assuming it still works the same way it did back then.

In a PVE context it actually provides neither, you can deal more dmg because you have to recast your dots less often and have more time to cast your spammable. Sustain usually gets worse (if you have a LA rotation) and the dps of the dots stays the same, only Zaan dps was increased because each dmg tick deals more dmg so a longer channel means higher dps. In the next update that effect will get removed.
