Unable to start Litany of Blood (Dark Brotherhood)

I am having an issue with the Litany of Blood quest line from Dark Brotherhood and am unable to start. The npc Nevusa has never spawned so I am unable to get the book from her to begin the quest. I am also unable to interact with the Litany of Blood book in the trophy room so I cannot add the book to my eidetic memory list in the journal or get the list of assassin targets. I have completed the entire Brotherhood quest line and maxed the skill line out at 12 points, and still Nevusa has not spawned. How can I fix this?

Any mods that can help me with this please? I can't submit a ticket in game since it want's me to attach the quest I am having problems with, and this doesn't put a quest in the journal.

When I try to submit a quest ticket there it tells me to do so in game by right clicking the quest in my journal. Problem is this particular quest doesn't actually have a journal entry. The only other options I had on the website for submitting a ticket was Item Issue, Character Issue, or Guild Issue, none of which seem to fit.

The required NPC has never even spawned to allow me to begin, apparently she is supposed to place a copy of the Litany of Blood book in my inventory when I talk to her, which effectively begins the quest.

Please advise.

Well looks like I need additional help. I have been corresponding with tech support over email for over a month trying to get this sorted but it seems that I keep re-answering the same questions and have gotten nowhere. Now on this latest response, when I try to reply it bumps the email back to me and the status says "Ticket closed as duplicate", so I am unable to reply any longer to the ticket. I have tried several times and the same thing happens every time.

I am nearly certain if tech support could just place the Litany of Blood book in my inventory it would resolve the issue, at least well enough for me to proceed with the quest and learn the book for my Eidetic Memory achievement.

Could a mod please respond and help me get this issue taken care of? It would be most appreciated.

Im currently unable to start that quest line also... completed all the dark brotherhood quest line, maxed out, done about 200 assination contract, but still can't get the litany of blood quest to start or give me a target

You don't actually get a quest in your journal for Litany of Blood. You talk to the npc named Nevusa and she will give you a book called Litany of Blood. In the book it has a list of hints as to who your targets are.

My problem is that Nevusa never spawned so I can not get the book. I never did get the issue resolved.
