Lotus Blossom: Tooltips vs. Reality

If Combat Metrics is to be believed, Lotus Blossom heals aren't living up to what was promised.
I just did a few fights on my Magden, who has Lotus Blossom tooltips of 1438 health restoration on his back bar and 1385 on his front. (That's for light attacks, and I didn't use any heavy ones. And it's without Minor Toughness being up.) According to Combat Metrics, Lotus Blossom healing in those fights was as follows, in the format "Crit-hits/Total-hits for Total-Healing":
In no case does that average to 1000 heals/hit, all toolbar values and crit rates notwithstanding.
What could explain this? Does Combat Metrics not include over-healing? (I'd be surprised at that.)

- 2/5 for 335!!
- 3/5 for 3844.
- 4/5 for 3343.
- 2/3 for 236!!
