FPS low, latency average - Auridon - NVIDIA GTX1070

ESO64 shows a pretty low FPS(30 - 35) when using my GTX1070 on Ultra-High settings. Latency 96 - 100.
Other games work perfect on this Ultra-High settings and give a FPS or 70 between 100. The values mentioned earlier are in, almost, every location the same.
Anyone experience the same?
