They are introducing a new "Upgrade" in May which maxes out the skill-line; all skills unlocked. You just have to allocate skill points, depending on how many you have waiting to be used.
The current upgrade is the one that gives you just the bite, requiring that you do all of the work to level the line to unlock the skills.
I don't imagine you will be automatically upgraded to the new version if you purchased the current version.

I read this as a replacement to the existing crown store item. If it is a replacement, I would assume it would level those that purchased it. If it is an entirely new item, then I would not.

You have confused the buyable bite with the new buyable Vampire skill line.
It is not even available yet. Additionally it is not a replacement, since it is a completely different product.
The Vampire Skill Line will be available in the Crown Store with the launch of Greymoor and Update 26 coming May 26, 2020 for PC/Mac and June 9, 2020 for Xbox One and PlayStation®4.

So yes, when you are able to purchase the new product when it comes out, it will work. To purchase you will have to have a maxed out vampire character.
The curse just gives you vampirism....No different than a bite from another player.
They are separate products and will continue to be.
