Craglorn Anka-ra World Bosses Bugged

I have been trying for a couple weeks to complete the Anka-ra World Bosses in Craglorn. Once my group gets to the final boss at most Anka-Ra WB sites the bosses do not spawn and nothing happens. We've tried running out of the area, reloading UI and have stood their waiting up to 5 mins for it respond. In the end we basically leave and go try another WB or quest. When we come back the NPC is dead as if we've failed to protect her.
