I don't see why you couldn't. You should be able to de-link and re-link a different steam account at the following page: https://account.elderscrollsonline.com/account/linked_accounts
I play on PC NA! Currently looking for a casual dungeon and trial group/guild. If you want to talk, feel free to message me here or in-game to Pizza (Yes, I'm the original Pizza)
Follow me on Twitter for video games and cats. I also casually stream on Twitch!

According to the support knowledge base, once you link a Steam account to an Elder Scrolls Online UserID, you are unable to link that UserID to a different Steam account. https://help.elderscrollsonline.com/app/answers/detail/a_id/37287/kw/steam account

The article states to contact Steam support if you are having troubles. Perhaps Valve can remove the old Steam ID from the ESO UserID on their end, which should hopefully allow you to re-link a different one. In your support ticket, I recommend linking them to that help article to assure them that it's something they need to fix, not ZeniMax.

I believe the account link is mostly to allow purchase of in-game Crowns, DLC, etc. via the ESO Store, rather than using Steam funds and their marketplace. So, I can see how this is something that's not controllable by ZeniMax.

Feel free to also submit a support ticket to both teams. Please be aware that there is currently a long queue for a response from ZeniMax. However, Steam support should take no more than a couple of days for a proper response.
