Craft bag materials vs bank materials.

I just lapsed my plus subscription and bought a bunch of mats for writs. When used, it pulled the mats out of my craft bag first and left the other mats in my bank. Is there a setting or something I'm not seeing to go ahead and leave whatever is in my craft bag there?
