spamming spells sometimes doesnt work

If you spam spells with no gcd you are sending a lot of information to the servers,which takes time to handle, and probably causes a major part of the lag issues we're having today.0 -

Every skill has a 1 second global cooldown. No matter what you do you can't override this, so it's possible you're pressing the ability faster than the GCD.
Some abilities also have an animation that takes some time to complete, longer than the GCD. It's possible to interrupt the animation to recast the ability as soon as the GCD ends. This is what is called animation cancelling. Any effects of the ability need to be instant, and they will apply even if you cancel the animation before it completes.
Other abilities have a cast time or are channeled. The former only apply their effects once casting is complete, which can take a few seconds; the latter only apply their effects as long as you keep channeling, until the channeling ends or is interrupted.
If you're not experiencing any of these, then it's just a case of lag. This used to be a bug, but has been reclassified as a feature
