That looks lame as ever and akin to a Hello Kitty/my little pony game
Give me freediving fishing, in a much more engaging fasion than Skyrim, but similar. Give me underwater environments, with shipwrecks, slaughterfish schools (and solos), caves/tunnels/rivers with currents that can take you to delves, public dungeons, and world bosses. Imagin poking your head in a hole in the bottom of the ocean, to be swept by the current into a cavern with a massive Falmer event, or a pack of sightless trolls that extinguishes light periodically, forcing players to think about more than just DPS/HPS in a fight.
And I'm not talking mini-game here, I'm talking full blown game feature, with sets that support underwater movement and survivability, a diving animation with a channel time that changes based on how long you want to try to swim underwater, a single button press that will guide you to the surface at a very slightly slower rate than you could manually do it.

IIRC, the underwater stuff can't happen in ESO due to game-engine limitations.
