Question regarding the Apparatus, Master

I notice that with the Alchemical Apparatus, Master it gives you the option to Deactivate or Activate the item. However with the Mages Apparatus, Master there is "NO" option to Deactivate or Activate it and I was curious as to why give the option for just the Alchemical and not the Mages Apparatus?

I would love it if I had the option to Deactivate or Activate the Mages Apparatus, Master.
