The other neat way I figured out how to determine what the actual lag really is is simple. Set up a ballista and fire it. The lag is the time it takes from the time you push the mouse button to fire the siege til the time the siege actually fires. This is often up to 3 real time seconds when playing cyrodiil, but the lag the game tells you is happening is well within normally tolerable limits.
