same.. via steam, it looks like a network issue
takes a while to just load the launcher, and then more minutes to eventually get a message indicating it fails to load manifest (on both live and pts), then minutes later it proposes to repair (which fails as well, since it cannot get any list to match against)

Probably the patch server being down? Im assuming since my launcher cant check aganist live version, also same for pts keeps telling me to update client but cant download patch manifest.
Which is why i think its the patch server.

fixed this error, but still some loading errors and delay in loading screens ... but this is already part of the game and we still hope someday, with some new patch this will be fixed.... I am still spending money in any new chapter and I hope this game will be playable, because it is a masterpiece I will never forget ...

That us a steam issue, it's why tons avoid steam fir eso as you need to HOPE steam and eso patcher play nice.
