Which one do you think will dominate? Out of the two!
Werewolves vs Vampires. Though there will be Vampires and Werewolves mobs working together in the chapter but Pvp wise which one is more dominate?

    Moreover, Werewolf wins by design:
    - no cost increase for regular skills
    - extra bar space for werewolf skills
    - can use regular stamina builds

    As a WW, you keep your two regular bars and you can use all your regular builds. If you want to nuke something, then you can Ultimate into the WW bar. This makes it three bars of skills to pick from, without the need to change any build, and without the regular skill cost penalties vampires have. WW is expanding possibilities, Vampire is limiting possibilities. I guess their skills have to be pretty OP to make up for all the limitations...

    That's not how it works. Neither on Live nor on the PTS.
    And the PTS patch notes don't say anything about adding that capability.

    You have one bar, of strictly werewolf skills, when you transform.
    You don't keep your regular bars when in werewolf form.

    And you don't have access to werewolf skills (other than stamina regen) when you're not transformed.
    So you either have access to your regular bars, OR you have access to your single werewolf bar.
    Stating that you have three bars to choose from is not accurate.

    Yes, this is correct.
    Overall you have three bars to fill with skills, two regular bars plus one WW Ultimate bar.
    So you can use all your regular skills and your regular builds,
    and when you have enough Ultimate, you can switch to your WW bar.
    Three bars of skills, without the need to change any build, and without the regular skill cost penalties vampires have.

    I'm considering to cure my main character of Vampirism because I find the Greymoor's drawbacks of being a vampire are too harsh...
    Unless ZOS will make the drawbacks less punishing in the next incremental patches, my opinion will remain the same.

    This is exactly how it works. I play WW, so I know ;)
    For WW skills you have an extra bar you access via an Ultimate.

    15 of my 18 characters are werewolves. I also know how it works.

    We simply aren't looking at this the same way.
    My view is that there really isn't an "overall" that encompasses both sides. I see it as Either/Or.
    You are effectively two different characters that can't exist at the same time.

    When you transform, you ARE changing your build.
    Your regular skills and build do not exist at this point; you lose access to your other two bars for however long your transformation lasts.
    A duration for which you have to actively work to sustain if you want to stay transformed. So there is a cost, along with being restricted to a single bar of FIVE skills that are mostly single-target, with no group effect. (No Ultimate while in WW form, and no Ultimate regen during that time).

    Vampires retain access to their other bar and regular skills that they can use alongside their vamp skills.
    They can pop less expensive Ultimates and keep going through a rotation, while rebuilding Ultimate capability, that then can include a second, different Ultimate; rinse, repeat.
