Make vAS drop perfected weapons

Standardize that trial and make perfected drop at +0 since the bonus stats are not worth doing +2. You made veteran loot a lot less valuable already so just adjust this as well. Skin is enough of an incentive to do +2 anyway.

If they are serious about standardizng, this should probably be done. The wording on the patch notes was a bit fuzzy so it's possible they have this set up on PTS already.
