It's never not been relevant. The drops are still pretty much BiS for every build, so the current turnover of one-and-done and progressing players wont change by this choice; the already low number of people who regularly run it wont have any impact on the leader-boards or the popularity or indeed 'relevance' of it either. Even forcing people who have painstakingly cleared it without desire to return wont make it any more popular once the new perfected items have been re-farmed either. Your point is moot.

I must correct myself. I meant to say make vma leaderboard relevant again.
There is nothing bad about the changes. If you already have vMA weapons they will do the same exact things and not hinder you at all. If you want to minmax by the little amount that they change it will give you something extra to do but isn't mandatory. Beating in on normal for what used to be vet weapons doesn't change anything either. A [snip] is still going to be a [snip] regardless of if they have a vMA weapon
