I suspect it's the buying of big bloody houses (I'm also guilty of it) that has made things worse...
I already bought my big house. I did my part. In fact, I did my part back in Morrowind. They got the money upfront, so why hasn't anything been fixed?
I'm afraid it doesn't work that way and nothing in this game will ever improve to an acceptable level. They are probably just testing how much they can get away with and still keep people around...
The developers might not see it that way, but I am fairly certain that the shareholders and accounting people do.

It is obvious that housing purchases have little or nothing to do with the game performance.
Most of the budget probably goes towards future content and design of new crown store cosmetics rather than performance.
