thieves guild skill bar stuck

I've been working on thieves guild like forever. Made it to Master thief even. YET the skill bar still says 11. How do I get the bar to MOVE toward 50?
I've done the whole quest line. And many many larceny quests. Im stumped.

Paradisius✭✭✭✭Theives guild caps at 12, and the repeatable quests can give up to 10 Reputation, which I believe you need 100 total from 11 > 12, so id say just keep doing the repeatable quests and the daily heists until you hit 12, and then celebrate!1 -

✭✭✭Is the exp bar part of it full? Once it's full, it should be at the maximum of 12 and stay that way.1
