Bug or Intentional? Unable to "gift" 4-DLC mega-pack when other player only has Imperial City dlc

The 4-DLC mega-pack is currently on sale. (Lovely!) So I tried to gift the mega-pack to another player. When I did, I received the error message "player already owns this collectible." Of the four DLCs in the mega-pack, the other (receiving) player only has the Imperial City DLC, which was obtained free during last year's Imperial City Event. The other player does not have the Thieves Guild, Dark Brotherhood, or Orsinium DLCs. Is this a "bug"? or is it an intentional limitation?

    This has come up before, contact Zos customer support, they have helped people previously. It's a "bonus feature".
