Can't start Craglorn Quest Hubs' quests

Hello everyone, i have trouble finding the quests to start the quest hubs at Craglorn. I was in group with a friend and we couldn't find the quest givers for Spellscar for example.
My friend is 30 lvls i don't know if that's the case.
